Education:Norayr Balayan graduated with honors from the Faculty of Law at Yerevan State University in 2007. He obtained his Master’s degree in Constitutional Law from YSU in 2009. In 2012, he completed his Ph.D. in Administrative Law at the Public Administration Academy of the Republic of Armenia.Professional Training, Memberships, and Publications:Norayr is a member of the Bar Association of the Republic of Armenia (since 2008) and is the author of several scientific articles on constitutional and administrative law.Before joining us, Norayr served as the Head of the Department of Legal and Organizational Affairs at the Ministry of Justice of Armenia. Prior to working at the Ministry of Justice, he was a senior lawyer at the National Center for Professional Education Quality Assurance.He also lectured at the Faculty of Law at Vanadzor State Pedagogical Institute, named after H. Tumanyan. Norayr has participated in several professional training programs in France, Belgium, Croatia, and Georgia.Norayr is a co-author of several laws, including:“Law on Non-Profit Organizations”“Law on Probation”“Law on the Registration of Security Interests on Movable Assets”“Draft Law Amending the Criminal Enforcement Code of the Republic of Armenia”“Draft Law Amending the Criminal Code of the Republic of Armenia”“Draft Law Amending the Notary Law”“Draft Law Amending the Civil Status Acts”“Draft Law Amending the Compulsory Enforcement Law”“Draft Law Amending the Compulsory Enforcement Service Law”Norayr is a Partner and Chair of the Domestic Practice Group at ELL. His practice focuses on corporate and administrative law. He represents both emerging and established companies in a wide range of transactions, including angel and venture capital financing, mergers and acquisitions, technology licensing, public offerings, compliance with state securities laws, and corporate governance issues. As a trusted advisor, Norayr’s priority is to provide high-quality service to his clients through his extensive experience and personal attention to each matter.
