Exclusions from the Pardon
The decision explicitly excludes individuals convicted of embezzling public funds (unless full restitution has been made), drug and alcohol trafficking, crimes against state security, terrorism, murder, and certain other serious offenses. Additionally, those convicted of crimes against personal freedom and honor are excluded unless the victim or their legal guardian formally waives their rights.
