Cumuleo publishes rigorous and publicly relevant data on the mandates, positions, and professions of public officials and high-ranking civil servants.

Having an independent and persistent source of documentary information allows citizens, journalists, politicians, and others to refer to it at any time, helping define, enhance, or refine their thoughts on the broad topic of the accumulation of mandates.

More than opinions, Cumuleo publishes factual truths, giving visitors the freedom to form their own opinions and the autonomy to make their own decisions.


Cumuleo, in Brief

A GOAL
Cumuleo's goal is to be a driver of transparency and a promoter of integrity in societal governance.

Cumuleo genuinely believes in transparency. It is the barometer of democracy. The more transparent governance becomes, the stronger democracy grows, and the more society flourishes.

Currently, Cumuleo focuses on publishing information about the mandates, positions, and professions of political officeholders and senior civil servants. Transparency in this area helps combat conflicts of interest, the misappropriation of public resources for private purposes, and corruption.


A VISION
Cumuleo envisions a world where transparency is the standard, and its absence is an exception permitted only in the narrowest sense.

In this world, citizens are at the heart of societal governance. They take center stage in public decision-making because they have access to all the information they seek.

Access to information is the key to democracy.

Foundations of Freedom of Expression

Universal Declaration of Human Rights (Article 19):
Everyone has the right to freedom of opinion and expression. This includes the right not to be harassed for their opinions and the right to seek, receive, and disseminate information and ideas through any media and regardless of frontiers.

European Convention on Human Rights (Article 10 - Freedom of Expression):
Everyone has the right to freedom of expression. This right includes freedom of opinion and the freedom to receive and impart information and ideas without interference by public authorities and regardless of frontiers.

Case Law of the European Court of Human Rights (December 7, 1976, No. 5493/72, Handyside v. United Kingdom):
Freedom of expression applies not only to information or ideas that are favorably received or regarded as inoffensive or indifferent but also to those that offend, shock, or disturb. Such are the demands of pluralism, tolerance, and broad-mindedness, without which there is no democratic society.

International Covenant on Civil and Political Rights (Article 19):
Everyone shall have the right to freedom of expression. This right includes freedom to seek, receive, and impart information and ideas of all kinds, regardless of frontiers, either orally, in writing or print, in the form of art, or through any other media of their choice.

Charter of Fundamental Rights of the European Union (Article 11 - Freedom of Expression and Information):
Everyone has the right to freedom of expression. This right includes freedom of opinion and the freedom to receive and impart information and ideas without interference by public authorities and regardless of frontiers.
